The 19th CPC National Congress certainly cemented Xi Jinping`s significant impact on China, as evidenced by the Party Constitution having been amended to enshrine his name and his guiding thoughts… China`s development in recent decades is truly impressive. It has contributed to the global economy and helped raise living standards of the Chinese people. I trust that China`s leaders will work thoughtfully in charting China`s development path forward. I interpret President Xi`s statement about "building a community of shared future for mankind” as a signal of China`s increased self-confidence on the international stage and increased willingness to shoulder the burden in addressing common problems.

As the 19th CPC National Congress concludes, U.S. Congress stands ready to work with the new party leadership. The United States and China face a number of shared opportunities, such as expanding economic and cultural exchange and promoting a nuclear-free Korean Peninsula. In the days ahead, we look forward to working with our Congressional colleagues and with Chinese leadership to make progress on these issues while also strengthening our relationship, which remains one of the most important bilateral relationships in the world.

With the advent of open markets and an open economy, it is good news for trade opportunities that mutually benefit the United States and China by becoming world partners and fostering economic cooperation between the two largest economies. As China seeks to improve the standard of living for its people with expanded urbanization, protein consumption will continue to increase. The United States is a reliable supplier of soybeans, corn, pork, dairy, beef, and eggs. Iowa has had a long-standing relationship with President Xi, and it is our desire to help grow an even stronger relationship with all of the people of China. The U.S. and China can work together to accomplish mutual goals, including improved food safety, environmental protection, quality assurance and security, along with global stability. The more we can engage and cooperate with each other, the better quality of life for everyone.

As Xi Jinping said in his report delivered at the opening session of the 19th CPC National Congress, "The Chinese nation now stands tall and firm in the East.” The CPC fully kept that promise it made in 1949… Now the CPC aims to basically achieve socialist modernization by 2035. Xi`s speech therefore outlined how the CPC not only kept its promise to the Chinese people but will continue to keep its promises to the Chinese people and to the world.

Despite the current trend of protectionism, President Xi has championed harmony through economic stability and globalization at the 19th CPC National Congress. His steadfast support of free trade supports the fact that global economies are inextricably interlinked in the current digital economy, and China`s economic stability and commitment to free trade can only benefit all countries.
President Xi has committed to developing a modernized economy with structural reform especially on the supply side, with efforts focusing on curbing excessive production capacity, reducing costs, and improving innovation. The Chinese economy will also shift to a consumption basis with the rise of the affluent Chinese middle class which already exceeds 300 million people. This is good news for Australian businesses as the Chinese middle class has developed an insatiable appetite for Australian clean, green, and premium products such as high quality beef, dairy, and wine.

Over the past 40 years, China`s increased prosperity has led to, of course, greater trade, but more important, greater engagement by Chinese citizens and its government internationally. Chinese economic interests and diplomacy are playing a greater role internationally. All countries are benefiting from the increased engagement of Chinese citizens internationally. This is to be warmly welcomed. For example, Canada has seen a wonderful increase in the number of students from China and, more recently, the number of tourists visiting Canada from China.

In Canada, we understand and respect that China`s approach to political and economic systems and societal values are different from Western countries. I believe the West has much it can learn from Chinese values and leadership. The Chinese approach to global affairs envisioned by Xi seems to me to be deeply rooted in the lessons gleaned from China`s rich history and culture. China`s approach to Canada in particular has always been based on mutual respect and win-win cooperation. This "shared approach” is very much noticed and appreciated in our country.

Challenging too was President Xi`s vision for the international community. He first spoke about China wishing to be open and engaged with the outside world economically. He then spoke of an international community of a shared future, universal security, and common prosperity. These are noble goals, but the current state of the international arena does not encourage optimism. However, that should not stop China from getting more deeply involved in international affairs. The Belt and Road Initiative, for example, could create significant economic changes in relevant regions such as the Middle East with potential political ramifications.

For the past five years, under the leadership of the CPC Central Committee with Xi Jinping at the core, China has made unprecedented progress in its modernization, forming a series of new concepts, thoughts, and strategies on governance. Socialism with Chinese characteristics has achieved historic development in all respects. China`s reform of its political structure has been advanced, its defense capabilities have been improved, and steady social and economic progress has been made, with the average annual growth of GDP at 7.2 percent and people`s living standards continuously improved. The Belt and Road Initiative proposed by China has won wide support and received active response around the world, with plans and mechanisms being made for regional cooperation. The cooperation between China and Laos is also growing stronger.
