Mr. Guan Zhaoyu is research fellow of Chongyang Institute for Financial Studies at Renmin University of China. He is also an invited fellow at Research Center of the United Nations and International Organizations (RCUNIO) of Beijing Foreign Studies University (BFSU). Guan had studying and researching experiences at Beijing Foreign Study University, University of Denver (U.S.) and Kyushu University (Japan). Guan joined the Center of Foreign Trade of Ministry of Commerce, People`s Republic of China, and worked for 3 years.

The Republic of Macedonia held a non-binding referendum on September 30 to decide whether to change the name of the constitutional state – which has been used since its independence in 1991 – to the "Republic of North Macedonia". Preliminary results released on October 1 showed that 90 percent of voters said "yes", but the turnout was below 50 percent and the referendum may be invalid.
